I was doing exactly 5% of fuel every lap, thus I could do 20 laps. The Mclaren would have easily done a 1 stop!
So yes, the Mclaren would only had to do 4.54% each lap. And to be honest, it really only had to do 4.58% each lap as on a out lap it would have only used around 2% of fuel.
You need to remember that TCS drivers run MORE fuel. Approximately 1 lap more in essense to a no TCS driver. This is due to being on the power more and possibly the TCS sapping some of the fuel (for some reason).
I'll check Monza, I didn't test them for Catalunya as I thought you guys had it already handled.

All I need to know is; What is the most Fuel Efficient car? (Probably Mclaren) - and what is the least Fuel Efficient car? (Ferrari or Audi)...

If it helps any I run with TCS on. And ran some slight aero on the McLaren.

Granted this is a learning experience and TURN and ourselves have come up with a better way to do things.

I think what was implied here was that everyone was to do two stops. This is why the race length was changed. There is no other reason to do this other than to ensure everyone does two stops. This for me ultimately had drastic consequences on my race as I was held up by a slower car and in the end lost three places. There is a grey area here in that 'it wasn't in the rules' but really, I mean, 99% of the grid took it as this was going to be a two stop race. That is what the objective was. Had I of known this was the case, I wouldn't have sat for 3-4 laps behind him waiting for him to pit.

It is unfair to penalize them given the effort they put in but we also put in a lot of time testing for this race and indirectly the rest of us have come out worse in this regard. It's a majority/minority thing. My best advice going forward is to have no grey area involved and put things in black and white so this doesn't happen again. Make the stops mandatory (which you've done) but was already implied.

I did the McLaren at Catalunya and i have tested the fuel for ALL cars at the final 2 races, there was no way i could 1 stop any. There was nothing wrong with the figures i had for all cars. As its to how i drive. If the numbers are not to your satisfaction then be my guest and test all the cars on the remaining tracks.
